Katie Whipp Joins Canal Trust Board With Sustainability Experience

Canal & River Trust has appointed Katie Whipp to its board of volunteer trustees for an initial three-year term. The appointment was approved by the Trust's Council in September 2026, with Whipp succeeding Sir Chris Kelly, whose term has concluded. The move strengthens the board's experience in sustainability, technology and commercial operations at a time of significant pressure on the waterways.

A new voice in waterway governance

Canal & River Trust has appointed Katie Whipp to its board of volunteer trustees for an initial three-year term. The appointment was approved by the Trust's Council in September 2026, with Whipp succeeding Sir Chris Kelly, whose term has concluded. The move strengthens the board's experience in sustainability, technology and commercial operations at a time of significant pressure on the waterways.

Trustees are responsible for oversight of strategy and statutory responsibilities rather than daily operation of locks or individual navigation decisions. Their work can nonetheless influence where an organisation places its attention and how it balances the needs of boaters, nature and other users of the canal network.

Experience across property and technology

Whipp has more than sixteen years of experience in the real estate, technology and sustainability sectors. She is chief business officer at re:sustain, a company focused on improving the performance of commercial buildings, and serves in advisory and non-executive roles at other technology businesses. Her earlier leadership appointments include Deepki, CBRE and Cluttons.

The connection with property may be particularly relevant where canal infrastructure runs through busy urban areas and its surroundings are subject to redevelopment. However, professional experience alone is not evidence of a particular forthcoming policy. Her appointment is an addition to the organisation's governance capacity, not a newly announced project.

The balance between heritage and new ideas

The Trust manages a large network built over centuries, with structures that require careful conservation and maintenance. It also needs modern data, infrastructure planning and fundraising to address changing rainfall, ageing assets and growing use. Trustees must therefore help maintain an approach that values both the history of canals and their continued economic and environmental usefulness.

Commercial partnerships can support innovation, but they should be judged on transparent benefits and careful consideration of public access. For boaters, effective governance is visible through reliable information, predictable maintenance and policies that recognise the diversity of people using the waterways.

Why the appointment matters to ordinary boaters

A board decision does not immediately alter a boat licence, mooring requirement or navigation timetable. Those practical matters still depend on established procedures, consultation and the Trust's operational teams. Members of the boating community should continue to use the official channels for reporting issues and following proposed policy changes.

Whipp has indicated an interest in developing partnerships and strengthening long-term financial sustainability. The result will be measured through future decisions and service outcomes rather than the appointment announcement itself. For leisure boating, the underlying question is whether a well-governed charity can safeguard a complex network that serves millions of people. Better coordination with communities and outside specialists can assist the Trust in making informed choices when scarce funding has to cover several urgent needs. The interests of boaters must remain part of that conversation.
